Paxadoxes - Part 1

And he passed in front of Moses, proclaiming, “The Lord, the Lord, the compassionate and gracious God, slow to anger, abounding in love and faithfulness, maintaining love to thousands, and forgiving wickedness, rebellion and sin. Yet he does not leave the guilty unpunished; he punishes the children and their children for the sin of the parents to the third and fourth generation.” - Exodus 34:6,7



"forgiving wickedness, rebellion and sin. Yet he does not leave the guilty unpunished;"

What could it actually mean? There are many paradoxes in bible which leave me confused and this one of it. What could God actually mean by this?

He might be saying I am a merciful, loving, forgiving God, but I am also as serious as I can be in the way I handle sin. 

I am not sure. I am just thinking out loud. There is so much i don't understand in the bible.

He forgives yet he doesn't forgive!
